Energy conservation and efficiency is playing an increasing role in the building regulations. The regulations are split into 2 parts. Part L1A
These regulations relate to new domestic properties and require a SAP assessment being done at the design stage and the built stage. It is from these assessments that the PEA and the OCEPC are produced and confirmation is given to the building control officer, (BCO), that the building is compliant. Without an assessment, the BCO won't "sign off" the property as complete, and you won't be able to sell or rent the property. For more details see the "new build" page.
Part L1B
These regulations relate to conversions, alterations and extensions. Just like new homes, the BCO will need to be satisfied that the building complies with the regulations. In most cases it is easy to show this without a full SAP assessment being done, but with more complex designs, it may not be so straight-forward. Basically, the BCO won't allow any work to a property if the result is that the property becomes less energy efficient. Making it so can be quite costly but employing an assessor to run different models can help show compliance, without having to increase capital costs significantly. It is important to use an assessor who specialises in Part L1B so that the most appropriate solutions can be found rather than a generic SAP assessor who may just opt for the standard "fit solar panels" option.
