This includes SAP assessments, NHERs, PEAs OCEPCs and Building regs compliance for part L1A/L1B A SAP assessment is basically, the method used to produce an energy rating, but is different from the methodology used for existing dwellings as it is based upon the plans, prior to the building being built. This assessment is then the basis for several reports, all having an important role in the building of a new dwelling. The process is as follows. The builder/developer commissions a set of plans for a dwelling they wish to build. For the plans to get approval from the local authority, they need to satisfy certain building regulations, and in terms of energy use, this is detailed in "part L1A". This can only be assessed from an approved SAP assessor, so the plans would be sent to an assessor for compliance checks. If the plans do not meet the requirements, alterations can be discussed and amendments made. Once these plans are finalised, the compliance and SAP assessment can be submitted with the plans to the local authority. Once approval has been given, building can commence. At this stage it may be required to start marketing the property for sale. If this is the case a Predicted Energy Assessment, (PEA), is required and can be produced directly from the SAP assessment. Once the building is complete, the SAP assessment is amended, to take into account any changes from the plans during the build process. This will include the pressure test results, or maybe, specific details about the heating system. Once these details are entered an "On Construction Energy Performance Certificate",(OCEPC) is produced. The OCEPC is required by the local authority to show that compliance has been met at the final build stage, and for the building control officer to "sign off" the property as complete. The OCEPC also replaces the PEA, so if the property is still being marketed, will need to be included in the sales particulars and HIP, (Home Information Pack). National Home Energy Rating, (NHER) is a similar rating to SAP, but in some ways, more detailed. As of yet, many people don't require the NHER, but we would complete this for you anyway, at no extra cost, as the same software is used.
